The City’s Project Management Office (PMO) is part of the Information Technology Services (ITS) Department, and provides business analysis services for Enterprise Information Technology projects.
A Lead Business Systems Analyst position is a senior level role with the opportunity to be a part of a Project Management Office within the ITS Department. This is a key position for demonstrating: leadership; complex analysis; problem solving; and, the ability to collaborate and provide high customer service skills to the many City departments.
Prepare executive level business case documents, briefings, summaries to convey business impact, risk mitigation, and options;
Perform market, industry, and peer assessments;
Facilitate and capture the voice and outcomes of the customer to drive business process documentation, including user stories, workflows, functional requirements, needs assessments;
Discover, translate, and simplify complex business requirements working with business and technical teams to deliver solutions;
Prepare SOW, RFI, RFP, etc. language;
Provide project support (e.g., scope management, acceptance, installation, training, and deployment);
Design, administer, and document testing methodology.
Perform project quality assurance;
Contribute to the maturity of a Business Analysis Center of Excellence.

Proficient MS Excel, PWA, PowerBI, Visio, and other analysis tools.
Strong knowledge of business analysis best practices, requirements gathering, facilitation workshops, testing management, and training deployment.
Ability to gather and articulate complex concepts in a simple and visual way to convey to executives and other stakeholders.
Ability to work independently in challenging situations.
Ability to produce high quality documentation.
High customer service skills and the ability to collaborate across multiple departments.
Leadership and presentation skills.
Keen eye for detail and record of preparing executive-level artifacts;
Possess critical thinking and problem solving skills.
Strong technical and communication skills.
$65,083 - $98,862 annually. Candidates may be hired above the minimum depending upon qualifications.

Five years of experience in systems analysis, configuration, and testing of enterprise applications.
Bachelor's degree in Business/Public Administration, Information Technology, or a related field.
An equivalent combination of related experience and education may be considered.
All finalists for positions are subject to a criminal background check applicable to the department or position.
PREFERRED QUALIFICATIONS – The minimum qualifications listed above, plus:
Master's degree in Project Management, Business Administration, Information Technology, or related field.
Five years experience as a Business Analyst inclusive of functional design and application delivery.
Business analyst certifications (i.e. PMI-PBA, IIBA-CCBA, IIBA-CBAP, or related certifications).
Experience in quality assurance and managing multiple projects; including, Enterprise size projects (large scope, multi million, multi year, large team).
Experience with Lean/Agile development processes and project management awareness.
Experience in business analysis workshop facilitation and executive level briefings.
